Mr. Yang has over 10 years of municipal finance experience serving clients in California, Washington, and the District of Columbia. He began his career in 1998 as an investment banker in the Los Angeles office of Lehman Brothers where he provided bond financing and general coverage support to the State of California and its many agencies, municipalities in the greater Los Angeles area, as well as clients in the public utilities, transportation, and higher education sectors.

Since joining Montague DeRose and Associates in 2001, Mr. Yang has been instrumental in helping clients achieve and best manage their financial and capital planning goals. His custom built models have been used extensively by Montague DeRose and Associates and its clients to among other things verify, price, structure and award bids on competitive and negotiated sales of municipal bonds, evaluate timing of future capital financing based on cash flow analysis and public policy needs, and quickly monitor high-coupon debt refinancing opportunities for all of Montague DeRose and Associates's clients in changing market conditions. To date, Mr. Yang has structured and served as financial advisor on over $30 billion in fixed rate and floating rate debt. In 2007, Mr. Yang completed and delivered to the Port of Oakland a comprehensive capital funding model that is used, in conjunction with a proprietary revenue-expense model, to examine the feasibility of all its capital projects in its multi-billion dollar capital improvement program. What once took almost one week to complete one full set of iterations; Mr. Yang has successfully shortened the iteration time to just 90 minutes allowing for a much quicker delivery of results to decision makers and the working group.

In addition to his work in public finance, Mr. Yang has been actively involved in project finance type transactions involving Public-Private-Partnerships (PPP) in the transportation sector in Texas, California, and Washington. He is an integral member of Montague DeRose and Associates's team proving auditing, financial and advisory services to members of the United States Department of Transportation on their TIFIA (Transportation Infrastructure Finance and Innovation Act) loan program.

Mr. Yang graduated from the University of California at Berkeley in 1998 with a Bachelor of Arts degree in Economics.
