William Laws, Vice President

Mr. Laws has extensive experience with utility cost of service and rate design. Prior to joining MDA, Mr. Laws was a financial manager at the San Francisco Public Utilities Commission (SFPUC) responsible for revenue management, rate design, and financial forecasting for SFPUC’s water, wastewater, and electric utilities. Prior to joining the SFPUC, Mr. Laws was a project manager with Black & Veatch Corporation where he provided a wide range of financial and management consulting services to utility clients. His experience with water, wastewater, electric, and natural gas utilities includes the analyses of revenue requirements, cost of service, and rates for both municipal and investor-owned utilities, actuarial analyses of depreciation rates and reserves, certificates of value for financing and insurance purposes, engineer’s certificates for bond sales, performance audits, and appraisals of net plant values based on OCLD, TOCLD and RCLD. His experience includes rate studies for Massachusetts Water Resource Authority, Philadelphia (PA) Water Department, Detroit Water & Sewerage Department, Sewerage & Water Board of New Orleans (LA), Kansas City (MO) Water Department, and Denver (CO) Water Department. Mr. Laws has over 40 years of municipal rate experience.

Mr. Laws received a Bachelor of Arts degree in Business and Public Administration from George Mason College of the University of Virginia and a Master of Business Administration degree from University of Missouri – Kansas City.
